They are just giving the original Megaman some love! I think it's fantastic and makes me want the game more.
On the subject of joke characters. Dan, as stated, was a joke character and is now one of the more popular characters.

I'm sure they are. I think its hilarious having that chubby blue-bomber in the roster. But was it really necessary to add 6 comical fighters? Capcom is slippin.
